Nineteen of Medvedev's twenty-one titles have been won on hard courts
A comeback Medvedev won his maiden championship for nearly 30 months with success over opponent Moutet in the competition title decider.
The Russian, a ex- world number one, has experienced a challenging year, winning just one win at the big events and experiencing a setback at the US Open.
Medvedev's inconsistency on the tennis tour - and struggles with his serve in especial - caused him falling of the elite rankings and eventually splitting with former trainer his previous coach.
Currently collaborating with Johansson and Goetzke, he has consistently advanced in the past month - climaxing in a tightly fought 7-5 4-6 6-3 win over challenger Moutet.
It is his maiden trophy after the Italian tournament and first on a hard court after that period of that year.
Success also signifies Medvedev has secured 21 championships at twenty-one various tournaments.
"It's the first time I'm at a competition with my two daughters together, so to secure a championship is particularly special," stated world number 14 Daniil Medvedev.
"This title is in honour of my child my daughter, because the initial championship I won when my first daughter my daughter was delivered was for her."
Medvedev, the past champion, had been defeated in his past six championship matches, featuring in that event in the past months.
The player's retrieving approach and recurring reactions on court had caused observers to wonder if his skill to play at the top level was over.
But the 29-year-old has implemented adjustments in the last few weeks, making an effort to come to the net and compete aggressively, backed up by an improved serve.
Medvedev recovered from a deficit in the opening set against the tricky Moutet, taking four of the concluding five games to go ahead.
The competitors exchanged breaks in the middle set before the challenger, striving for his first professional victory, seized the initiative to create a final set.
Moutet saved four early opportunities in a tight final set before the champion secured a break to 15 to secure the win.
Appropriately, Medvedev earned the win with a rally at the net, with the Frenchman incapable to control a volley after two hours and 38 minutes.
