'Treat game'
The legal representative, presenting evidence, detailed the criminal behavior to the judicial body.
She explained his victims were children from difficult backgrounds who were participating in a youth camp which he managed.
The man played a "sweet game" with the minors, the legal counsel said, in which he would go into the children's bedrooms when they were getting ready for bed and tell them to eat sweets "rapidly".
She stated to the judge Ruben had engaged in this activity with the young males "repeatedly", and youngsters had previously become sick the subsequent day.
She said Ruben had been successful in rationalizing this repeatedly as the youngsters being "overexcited from fun", until his stepchild had worries in July 2025.
Mrs Prior KC continued: "In the summer" his stepson had suspicions about the situation, for good reason.
"They decided to investigate in the individual's items."
Mrs Prior KC stated materials including baby oil, petroleum jelly and medical needles were discovered, and his family member contacted the police about his concerns.
She explained Ruben proceeded to engage in the "candy game" with six boys that time - July 26th - and they were everyone unwell the next day.
"Law enforcement" had not gone out by that stage," she added.
The regulatory agency, the police conduct office, previously told that it was investigating Leicestershire Police's handling of the situation.
Mrs Prior stated the children were having difficulty walking due to being ill, so the stepson contacted the law enforcement a second time.
She explained Ruben then conducted the "treat game" in a room of five children.
